गुटखा खाने वालों की मुसीबत अब बढ़ने वाली है क्योंकि सरकार ने सिर्फ गुटखे पर ही नहीं बल्कि उस तरीके पर भी शिकंजा कस दिया है जिससे कंपनियां अब तक गुटखे का रास्ता निकाल रही हैं। यानी आपने दुकान पर जाकर कहा गुटखा दो तो हो सकता है दुकानदार के पास देने के लिए गुटखा ही ना हो। और मामला सिर्फ एक राज्य का नहीं है। एक तरफ गुटखे पर बड़ा फैसला हुआ है तो दूसरी तरफ देशभर में इसकी पैकेजिंग को लेकर भी नए नियम सामने आ गए हैं। आखिर ऐसा क्या होने वाला है? गुटखा कंपनियों ने कौन सा रास्ता निकाला था और अब सरकार ने वो रास्ता कैसे बंद किया, जानिए हमारी इस खास रिपोर्ट में।

देखिए, सबसे पहले बात उस फैसले की जिसकी वजह से गुटखा और पान मसाला खाने वालों के बीच चर्चा शुरू हो गई है। कर्नाटक सरकार ने तंबाकू और निकोटीन वाले गुटखे और पान मसाले पर एक साल के लिए रोक लगा दी है। लेकिन यहां कहानी सिर्फ एक गुटखे के पैकेट की नहीं है, क्योंकि गुटखे पर पहले भी कई बार सख्ती की गई है और उसके बाद कंपनियों ने एक नया रास्ता निकाल लिया था। एक पैकेट में पान मसाला और दूसरे पैकेट में तंबाकू, दोनों अलग अलग बिकते थे, लेकिन ग्राहक दोनों को मिलाकर गुटखा तैयार करे। यानी गुटखा बंद हुआ तो दो अलग अलग पैकेट बाजार में आ गए। अब कर्नाटक सरकार ने इसी रास्ते पर भी शिकंजा कस दिया है। यानी सिर्फ तैयार गुटखे पर रोक नहीं बल्कि उन उत्पादों पर भी कार्रवाई की जा रही है  जिनका इस्तेमाल करके गुटखा तैयार किया जाता है। सीधी भाषा में समझिए, अगर पान मसाला और तंबाकू दोनों अलग अलग ही आसानी से नहीं मिलेंगे तो उन्हें मिलाकर गुटखा बनाना भी मुश्किल हो जाएगा। 

Let’s begin with the decision that has sparked a debate among consumers of gutkha and pan masala. The Karnataka government has imposed a one-year ban on gutkha and pan masala containing tobacco and nicotine. However, the story goes beyond just the gutkha packet itself; in the past, when strict measures were taken against gutkha, companies found a workaround. They began selling pan masala and tobacco in separate packets, allowing the customer to mix the two and prepare the gutkha themselves. In essence, when the sale of pre-mixed gutkha was banned, two separate packets appeared on the market. Now, the Karnataka government has cracked down on this practice as well. This means action is being taken not only against ready-made gutkha but also against the products used to prepare it. Simply put, if pan masala and tobacco are not easily available separately, it will become difficult to mix them to create gutkha.

अब सवाल उठता है कि आखिर कर्नाटक सरकार ने इतना बड़ा फैसला क्यों लिया? दरअसल, तंबाकू और निकोटीन वाले उत्पादों को लेकर स्वास्थ्य पर पड़ने वाले गंभीर असर को देखते हुए सरकारें लगातार सख्ती करती रही हैं और अब कर्नाटक में इस सख्ती को और आगे बढ़ाया गया है। लेकिन कहानी यहीं खत्म नहीं हुई। अब दूसरी बड़ी खबर गुटखे के उन छोटे छोटे पाउच से जुड़ी है जो आपको लगभग हर पान की दुकान और गुमटी पर टंगे दिखाई देते हैं। भारतीय खाद्य सुरक्षा और मानक प्राधिकरण यानी FSSAI की तरफ से पान मसाला और उसकी पैकेजिंग को लेकर भी सख्ती की जा रही है। प्लास्टिक और ऐसी पैकेजिंग को लेकर नए नियमों पर जोर दिया जा रहा है जिनसे पर्यावरण को नुकसान पहुंचता है। मतलब आने वाले समय में पान मसाले का पैकेट आपको पहले जैसा दिखाई नहीं दे सकता। कंपनियों के सामने अब पैकेजिंग को लेकर भी नियमों का पालन करने की चुनौती होगी। और यहां एक और बात समझिए, अगर कंपनियां पैकेजिंग बदलती हैं तो उनकी लागत भी बढ़ सकती है और जब किसी कंपनी की लागत बढ़ती है तो उसका असर आखिरकार बाजार में बिकने वाले सामान की कीमत पर भी पड़ सकता है। यानी आने वाले समय में पान मसाला और इससे जुड़े कुछ उत्पाद महंगे भी हो सकते हैं। अब कंपनियां इस पूरे बदलाव का सामना कैसे करती हैं,

Now, the question arises: why did the Karnataka government take such a major decision? In fact, governments have consistently been tightening regulations due to the serious health impacts associated with tobacco and nicotine products, and Karnataka has now taken this strictness a step further. However, the story doesn't end there. Another significant development concerns those small gutkha pouches often seen hanging at almost every paan shop and kiosk. The Food Safety and Standards Authority of India (FSSAI) is also enforcing stricter norms regarding paan masala and its packaging. Emphasis is being placed on new regulations concerning plastic and packaging materials that harm the environment. This implies that paan masala packets might look different in the future. Companies will now face the challenge of complying with these packaging regulations. It is also worth noting that if companies alter their packaging, their costs could rise; and when production costs increase, it can ultimately impact the market price of the product. In other words, paan masala and related products could become more expensive in the future. Now, it remains to be seen how companies will navigate this entire shift.
